  Is that the reclining seat spring ?
  Springs are a pain in the arse but they will go back with patience
  I cant tell you the answer to the second part of your question but I am sure someone on here can

						 Now theres something I've never tried. It does look pretty tight and would probably be pretty hard to get back in place. I reckon I'd hold the whole thing securely in a vice or super jaws, then use long nose vice grips to check the tension. If its too strong, maybe take it to an engineering shop.
