Holden got dragged over the coals for this.
It used to be possible on a vehicle that had done less that 100km to reset the odometer to 0, some dealers were doing this again and agin on their demo vehicles (This is for VT and later that have digital odometer, not sure about VR/S)
The feature was then removed from Tech 2 several years ago.
I believe it is possible to set the odometer on a new speedo with Tech 2 to anything you want, but once it has more than 100km's it can no longer be changed.

Obviously there are some smart bunny's out there who have a work around, as every year people are still getting caught for speedo tampering.

yeah and on a vn-vs type dash you'd probably wear out the gears in the speedo before it got back to 0!

if you generated 200km/h signal it would take 100 odd days to clock over 500,000 km, & ive never tried to set one at 999999 , i might do it just for a giggle
i know some digital odos stop & indicate "odofull" .lol
might have a play tomorrow

I can't remember who it was in the V8 stupidcars that was damaging motors and the team set the Motec display to flash $$$$$$$$$$ signs or KABOOOOM when it hit the rev limiter.
Changing MY10 to proto MY12 Captiva clusters with Tech2 also lets 0-100km only change.....gets a bit nervous before pressing ENTER...check old kms enter new kms.....double check
